Recognizing this broken dynamic during his tenure as the inaugural Dean of UT Austin’s Dell Medical School, Dr. Clay Johnston teamed up with healthcare entrepreneur Tony Miller to launch Harbor Health. Harbor Health is a vertically integrated "pay-vider,” acting as both the insurance payer and the healthcare provider. By combining hyper-local primary and specialty care clinics with custom-built health plans, their model explicitly rewards providers for reducing health risks and keeping people genuinely well.
